Madras is not a preferred test venue like Bangalore is. While Bangalore gets a game every year or every other year, Madras gets a game once every four years. Since I don't see Tendulkar playing in 2012, this could be his last game @Chepauk. That means that there is a very good chance that his last innings in one of his most prolific venue will be a duck.
Update: Arvind Points out that while the last test in Chepauk happened in 2005. The next one *may* happen in 2009.

Chepauk does not seem to get its fair share ODI games.Part of the reason for that is the TNCA itself. Incredible as it may seem,the TNCA had opted out of hosting ODIs for a while.
Chepauk does get a test match whenever its due. The BCCI has a rotation policy on test venues. May be you were misguided by the fact that the last few games at Chepauk were affected by rain and did not end in a result(02 vs WI, 04 vs Aus, 05 vs SL).
I checked cricinfo stats.Since 1993(when India resumed home tests after a 4 year gap), Bangalore has hosted 8 tests while Chepauk has hosted 9 including the stalemate against SA.Bangalore will host its 9th against Aus later this year.That throws your theory out of the window.
Is Sachin does play till the 2011 WC, the Chepauk crowd definetly get another chance to see him play in a test match. Hopefully he will sign off at his favorite Chepauk with a century that both he and the crowd deserve.

Both Chepauk and Bangalore got a game against Aus in 2003. After that Bangalore 2(vs Pak 05 and 07) and Chepauk 2( vs SL 05 and vs SA 08).

Yes,agreed. There are 9 venues that the BCCI rotates tests in. Lets say the rotation begins with this game against SA at Chepauk. There are 2 more in this series followed by 4 against Aus and 2 against Eng later this year(damn the BCCI for this).That makes it 8 more home tests. If you go by the rotation policy,Chepauk will get a game in the home series that follows the Eng series while Bangalore will not.And anyway the game against Aus later this year just evens out the number of games since 93.
